1. eLearning Africa 2009: Call for Proposals
==================================================
The 4th eLearning Africa conference, which will take place from May 27th -
29th, 2009 in the Senegalese capital Dakar, has opened its call for proposals.

Suggestions for sessions, presentations, workshops and discussions can be
submitted until December 5th via an online form at
http://www.elearning-africa.com/proposals.php.

The organising committee invites all those who are actively engaged in
education, training and development for or in African countries, to submit their
ideas.

2. Research: Learning 2.0 in Europe
==================================================
Has Web 2.0 arrived in today's education institutions? Over the last years,
social networking applications have seen an unprecedented uptake. A large share
of Internet users are contributing to social networking and media sharing sites,
especially young users. Blogs and wikis are used by people of all ages,
supporting the collaborative creation and sharing of knowledge between young and
old, students and experts. But what about organisations and educational
institutions? On behalf of the European Commission, the Institute for
Prospective Technological Studies (IPTS) is conducting a study on the impact of
Web 2.0 innovations on education and training. Results will be presented at OEB
2008.

3. Dutch Police Build Virtual City
==================================================
Police officers have a lot of work to do in the imaginary city of Behrloo. The
virtual territory embraces a variety of realistic problems: traffic accidents,
illegal hemp cultivation, car explosives, identifying victims and many more.
Using the multifaceted learning tool, students at the Dutch Police Academy can
apply their competences via scenario-based, interactive and non-linear cases. At
Security and Defence Learning 2008, project manager Natascha Blijleven-Tebbe,
Dutch Police Academy, will lead participants through the serious gaming
environment, also addressing the role of teachers as content developers.

4. Discussion: Who Needs Teachers Anyway?
==================================================
What could be the role of the teacher in an Open Educational Resources scenario
- an education system where content is packaged in an open library concept,
allowing visitors to help themselves to whatever they find? Will teachers -
based on this development - become obsolete in the future? This is a core
question Giselle Ferreira will raise at OEB. A lecturer and educational
reseacher, she works at the Faculty of Maths, Computing and Technology at the UK
Open University. In her presentation Out with the Old, in with the New?
Questions Concerning the Role of the Teacher in 21st -Century Education, she
will concentrate on findings from her recent study on the impact of open-access
informal-learning environments.

5. Microtraining for Dutch Truck Drivers

The Dutch transport company Van der Wal International wanted to develop a
sustainable solution for their learning practices. With support from Delft
University of Technology and ACHT Business Innovation, they developed a learning
strategy using microtraining as a central learning concept. The truck drivers
now use online learning to acquire competencies using the Digital Tachograph,
which is a mandatory tool for trucks within the EU since 2006. Peter de Vries
from Delft University will present the learning concept at OEB.

6. Master's Programme: Online Education in Veterinary Tropical Medicine

Infectious animal diseases are of importance with regards to domestic and wild
animals all over the world. Outbreaks of foot-and-mouth disease or swine fever
not only pose a threat to farmers in the affected area, but are also frequently
accompanied by hysterical media campaigns causing irritation and fear amongst
the population. To handle the challenges that arise with an outbreak of an
animal disease, veterinaries need to be equipped with profound knowledge and
practical skills in integrated health management. The University of Pretoria
developed a web-based master's programme (MSc) in Veterinary Diseases. Dr
El-Marie Mostert and Linda Venter discuss the achievements and lessons learnt
during the development, implementation and presentation of the online modules.

7. Special Focus: Iberoam?rica Forum

On Wednesday, December 3, 2008 the first ONLINE EDUCA Iberoam?rica Forum will
take place. The event will feature presentations by experts from Bolivia,
Brazil, Chile, Spain, Italy, Mexico, Peru and the Dominican Republic. Among the
institutions represented are the European Commission, the Global Development
Learning Network (GDLN) and the International Institute for Communication and
Development (IICD). The forum has been created as an opportunity for
institutional and business networking. Roundtables offer attendees the chance to
meet specialists from all e-learning fields, establish potential partnerships,
and engage in discussions and debates designed for active participation.

8. Hot Topic: Open Educational Resources

After several years of experimenting with various types of Open Education
Resources (OER), is there a formula for success making sure that an OER service
has a sustainable future? This is a key question raised at OEB this year. A
particular plenary session on Open Education Resources assembles a group of
expert practitioners to discuss the potential of OER in more detail. Among them
are representatives from universities, the corporate sector, OECD, the Centre
for Educational Research and Innovation, CERI, France; as well as the UK's
Joint Information Systems Committee JISC.

9. Keynote: Competing in a Global Economy Through Open Education

The education industry must commit itself to becoming more open, says Michael
King, Vice President, IBM Education Industry. At this year's OEB, King will
discuss the challenges of open access in globalised education markets in a
keynote speech in the plenary on Friday, December 5th.

10. Controversial: Why is it So Quiet in Many Content Repositories?
==================================================
A content repository needs to integrate with users' daily work. Immediate
benefits must be obvious to trigger and further drive application and content
sharing within the respective user community. There are many challenges. At OEB,
Dr Koos Winnips from Glasgow Caledonian University and Dr Stanley J. Portier,
Stoas Learning, the Netherlands, will be discussing these issues in their
session Content and Not Sharing It: Why Is It so Quiet in So Many Repositories?
The researchers have developed several content repositories themselves, each of
them customised differently, so they know about the demands and pitfalls such
projects entail.
