A very interesting agreement Rwanda. This is a good initiative and this way
can be explored by other NRENs as universal access funds do exist in many
African countries.

Dear Colleagues

This is to inform you that RwEdNet has just concluded
a deal with the regulator and a local Internet service
provider (through satellite) to get a bulk of
subsidised bandwidth using Universal Access funds. We
are now informing our member institutions that they
can get 1 Mbps at USD 500 a month (the normal price is
usd 2,500). The first contract between the regulator
and the Internet service provider will be for 18
months and will be linked to the Sub marine cable
projects development in the region(this was the hard
part to negotiate). In addition, we have already
secured access to fiber optic from another telecom
operator for our member institutions to be linked
together and access the satellite connectivity from
the Internet service provider.
