[afren] AU-EU flagship projects ready for implementation

The African Union Commission and the European Commission have issued a joint
statement on the implementation of the EU-AU partnership for science,
information society and space.

Among the 19 flagship projects that have been identified, 2 in the field of
ICT are ready for early implementation (Africa Connect and the African
Internet Exchange System).
